Portugal is now open to American tourists with a negative COVID-19 test - from June 15th

Portugal has reopened their borders to vaccinated U.S. citizens! On June 15, nonessential travel — which includes tourism — from the U.S. to mainland Portugal is now allowed for travelers with proof of a negative COVID-19 test. The information, made available to the public on June 15th, is now public and can be found at the US embassy website. Time to start planning your bike tour in Portugal!

According to the US embassy, from June 15th, "all airline passengers from the United States, including U.S. citizens, ages two years and older must provide a negative COVID-19 viral test taken within three calendar days of travel. Alternatively, travelers to the U.S. may provide documentation from a licensed health care provider of having recovered from COVID-19 in the 90 days preceding travel. Rapid tests are accepted but must be performed within 24 hours of boarding."
